Fearing the 'pinch' of proposed lodging tax

A 3 percent occupation tax is a step closer to becoming a reality, leaving Beatrice hotel and motel owners concerned they will feel the pinch.

The Beatrice City Council approved 6-0, with councilman Gary Lytle absent, to read by two times the ordinance establishing a 3 percent occupation tax Monday night. The ordinance must be read three times before it is enacted.

The council proposed the 3 percent occupation tax to fund city capital improvement projects, such as the Beatrice trail system or the Carnegie Library, Beatrice Mayor Dennis Schuster explained Monday night. The fund is projected to bring in an additional $60,000 for the city.

The city enacted a 2.5 percent occupation tax in 2007 to help pay for a proposed joint city and county visitors center, but the tax was repealed after Gage County dropped out of the project.

The proposed tax drew opposition from local hotel and motel owners Monday night.

“I oppose and the Holiday Inn Express opposes the institution of this occupancy tax,” George Lemke, Holiday Inn Express Hotels and Suites owner, said. “Currently we pay 12 percent in total tax.

“The addition of a 3 percent occupancy tax would raise the total tax to 15 percent, which I believe will match the tax that exists in Omaha and probably exceeds the tax in Lincoln,” Lemke said.

Currently, 65 to 75 percent of the Holiday Inn’s occupancy is a direct result of business activity within Beatrice, Lemke said. Therefore, he said, it would affect local businesses.

The tax would also become a factor whether visitors will stay in Beatrice or stay in Lincoln, where there are more attractions, restaurants and other amenities, Lemke said. He and other hotel owners have already said the economy has taken a hit on their business as occupancy is down about 10 percent from last year.

KJ Patel, Victorian Inn and Traveler’s Lodge owner, also expressed her opposition to the additional 3 percent tax.

A majority of her customers are “blue collar” workers, and they were upset when they heard it may be costing them more, she said.

“Once they’re feeling the pinch, I’m sure they’ll start looking elsewhere,” Patel said.

Councilman Ted Fairbanks questioned whether or not a 3 percent additional tax would lead to people staying in Lincoln, where the room rates are already higher. He said he believed people wouldn’t do that, especially if they had purpose for staying in Beatrice and gas is $4 a gallon.

Michelle Mayfield, the chairwoman of the Gage County Visitors Bureau Advisory Board and an employee of the Holiday Inn and Express, said people already opt to stay in Lincoln and drive down to Beatrice.

Mayfield also questioned what projects the city was planning to fund with the money collected from the tax. Many of the hotel owners and employees want to know what the tax is going to be used for and if it will be something that will benefit their business and help them increase their occupancy, she said.

Councilman Alan Fetty said he pays 13 to 19 percent in taxes on lodging when he travels. He doesn’t know what those taxes are being used for in those communities.

When the sales tax was first enacted several years ago, there were also a lot of concerns about the effect it would have on businesses, Fetty added. But they found that sales tax revenue increased dramatically.

“Just to create a tax just so we have some spending money is wrong,” Councilman Dwight Parde said.

Parde went on to say the city needs to identify established community improvement projects that would draw people to Beatrice before they enact a tax, not just collect money and then pick a project.

Councilman Phil Cook, who served on the occupation tax committee, noted that the ordinance includes an 18-month sunset clause that provides that the hotel and motel industry would be monitored to determine what effect the tax had on the industry.

Members of the city council also encouraged the local hotels and motels to come forward with projects they felt would be beneficial to the community and their businesses.

Funny how we can find things to tax businesses OUt OF Beatrice. This is ridiculous to tax that much in a town that has SO little to offer to visitors!! Bye hotels and motels!!

i agree with TAX TAX TAX 100% beatrice has so little too offer for visitors and now a possible tax hike on lodgeing.. im planning a trip too nebraska in aug guess i will be staying in lincoln, they have more too offer and better quality...AWESOME JOB BEATRICE!!!!!!!!

Congratulation Beatrice on leading the state to higher lodging taxes. Your relatives will appreciate it when they come home to visit. I am sure other Nebraska communities will follow your lead and raise their taxes out of greediness.

MORE taxes, and nothing stated to spend it on. Gage County is lucky to have the lodging that there is here. If the newer ones were not built, there would only be a few places to stay here. There is no major mall here, no amusement park, not really anything to visit. This tax will just draw away what occupancy stays nightly here.

This is like a tourist tax. People staying in hotels, or renting for less than 181 days would pay 3%. The business or individual receiving the money has to file a report with the county and remit the tax to the county that is use for specific uses as defined by the state laws. In some states, this amounts to millions of revenue, not from it's residents, but from people passing through.

I'm sorry but this proposed tax increase is ridiculous. I just checked. You can currently stay in KC for the weekend for less than Beatrice will be. Overland Park, KS (Johnson Co, Kansas - part of the KC metro) the lodging tax is 13%. Now you can pay the same amount in lodging if you stay in one of the fancier hotels in KC, Mo. On the Plaza! The lodging tax in that county is 15.23 percent during the summer, but is reduced by 1.78 percent during the rest of the year.

Are you trying to tell me that it's worth more to stay in a motel in Beatrice than on the Plaza? Give me a break!

Are you on the city council? I dont get your math. Tourist? People passing thru? You bet! They probably wont even stop for gas once they see our rates here!! Remember we are talking about Beatrice, not the rest of the state. So we will be lucky not to close down our nice hotels, rather than bringing in "millions of dollars". Do you live in Beatrice? Just curious.

The people living in Beatrice don't have to pay it. Only people staying in the hotel.
If the tourist tax is 13% in Kansas how can 2.5 here be considered more?

Let me guess, you just checked in right? Now your going to stay in Linclon if this tax goes into affect. So get up 45 min. before you would have now that your in Linclon, get back to your room 45 min. later. Drive the 90 miles round trip @ 20mpg @ 3.90 a gallon spend that extra 15 dollars on gas. You stayed where the room rate is what 30% higher in the first place and all because they added 1.75 to your room for one night. I hope you work for a company that is one of my competitors. You are sharp as a tack.

You all must GET REAL the lodging tax in Miami, Florida is only 12 1/2%. Now why must we pay a resort location lodging tax in Beatrice, Ne. I love Beatrice to visit but I can live cheaper as far as taxes in Florida, plus we don't have cold weather.

With gas prices the way they are, I would not guess that people would want to stray too far from home. Look at the swimparkes at Worlds of Fun in KC or Adventure Land in Iowa. I would rather go there for a vacation. Not spend the "occupency tax." or the GAS. Yes, what is there in Beatrice that would draw the crowd. Tell me and I will plan my vacation.

Yes, I live in Beatrice. This tax would be for the benefit of Beatrice. It won't have anything to do with the cost of a room. It is a tax paid on the room fee paid by the person renting the room. How can you be against it? The people passing through are going to be paying it, not the residents. And, when was the last time you based your vacation destination on how much the tourist bed tax was? I think if you search you will find most areas already have this tax in place to bring in income to the state and thus lower income taxes to its residents.

To Bill, put a tax on food?? Are you suggesting that food prices are not high enough? I agree that a new tax is something that Beatrice along with most other states DO NOT need, but to tax something that is already high enough is really not needed.

If someone has some specific reason to come to Beatrice then yes they will likely still stay here. However... Beatrice is close enough to the ever expanding south Lincoln area that if the rates were good enough you could actually get people staying here rather than there. Folks need to look at this as how can we draw more tourists not try to avoid losing what we have.

Plus for those talking about hotels in Lincoln, gas cost, etc. there's a new development coming in at the Denton corner which only puts about 30 minutes in between there and Beatrice - if anyone is looking for stuff to do in addition to whatever work they have in Beatrice Lincoln has much more to offer and that 30 minutes would be worthwhile unless you make the better room rate a factor to keep them here.

Most tax increases are based on an improvements. What is this one for? If they are going to tax locals or vistors, they should at least tell you what its going for. They will get you to vote it in based on only affecting vistors then I would think the cash should be used to draw more vistors.

I don't think people understand what this tax is. Lincoln has it, Omaha has it, Kansas City has it. The tax is set aside in a pooling fund dedicated to development more tourists to come to Beatrice.

Yes, the ones staying here will be charged the tax. Do the math, they pay $31.00 or more a night for a room, plus this tax, and other taxes. So if you think, and the city council too, that more tourists will stay in Beatrice that's a hoot. What's here for tourism? Right now the motels are lucky to fill what rooms they can, and generate enough revenue to stay open to keep a franchise name. We did lose one, so Victorian Inn took it over before it sat empty. There's not the traffic on Hwy. 77 like there used to be when it was a 2 lane, and this town had more things going on, and businesses open. There's no theme parks here MiMi, unless you call the Homestead one? Where's the tourists at, where's the beach, any free buffets?
