City OKs financing for $1.3 million development

A new $1.3 million office and retail facility at the corner of Sargent Street and U.S. Highway 77 in Beatrice will get the help of tax increment financing.

The Beatrice City Council unanimously approved 6-0, with Councilman Gary Lytle absent, Monday night to allow Southwick Enterprises, LLC, to use tax increment financing in the project.

Southwick plans to start turning dirt in two weeks on the $1.3 million project to build 6,500 square feet of office and retail space, Michael Southwick of Southwick Enterprises said. The project would eventually include additional phases that would expand the 6,500 square feet of office and retail space to 12,000 square feet of retail and office space as future tenants are secured.

“Our hope with this development is to bring in some employment opportunities and great business activity to Beatrice,” Southwick said.

The development would serve as the new home of Southwick’s Chiropractic and potential business tenants, such as restaurants, health care or other retail operations, Southwick said. They are currently talking with potential tenants, he said. But, at this time there are no firm tenants.

Southwick Enterprises requested the tax increment financing to assist in paying for the upfront costs on the development of the land to bring in utilities, such as water, electric and sewer. The total amount that would be received from tax increment financing would be about $160,000.

Under state statute, tax increment financing, which is a means of encouraging private investment in deteriorating areas by allowing city governments to devote all property tax revenue increases to repay the public investment needed to attract development of areas designated as blighted or sub-standard, can be used for the cost of building property infrastructure, but not for the construction of buildings, Beatrice Mayor Dennis Schuster explained. The area Southwick is looking to redevelop was classified as blighted and sub-standard about 10 years ago.

Tax increment financing can be commercial, residential, industrial or mixed use, according to state statute. It has been used by retail operations in Beatrice, including Tractor Supply Company and the Holiday Inn Express Hotel and Suites.

Councilman Alan Fetty said the public needs to understand that the city, when allowing tax increment financing, is not giving money away for these types of projects.

“It’s simply a tool that (the developers) are going to use to use the taxes they pay, the taxes they are levying on themselves, to pay for the infrastructure,” Fetty said. “This is nothing that costs us.”

With the redevelopment of the property, the taxes will increase as the value of the property increases, and eventually the city will collect more taxes in the end, Fetty said.

There are some great economic development activities occurring -- the hospital development, and now this -- which all add up to excellent news for the community. Going north is a logical expansion and we have community members with foresight to look that direction.

did he find another tenant for his buisness in east beatrice? or will that building sit empty and become a broken window building with weed fields like most of beatrice. thats great that development is happening in beatrice. it is long overdue. is this new area going to have an effect on saathoofs dirt field out there also. what about the storage units? and the trailer park?whatever their plans are i'm sure that it will be a million times better than what is out there now.

Well, are we expected to believe all these fairytales, or just a select few? Tax Increment Financing is a big hoax, a ponsie scheme at best, and at it’s worst it puts money in the pocket’s of well-to-do-developers, in the name of economic development… when in reality it is an anti development activity for scamming money. Just think about it. The real facts are economic development within Beatrice is bad because of one thing, “TAXES”. Taxes are too high and this alone stifles economic development. So here we are giving tax dollars to the already well-to-do in town, there by raising taxes, making Beatrice more unattractive to real economic development. Does this sound really foolish? Well it is. Everyone associated with this scheme should hang there heads in shame. And those stuffing the $160,000 in there pockets absolutely have no conscience what so ever. And please don’t believe the villains that say “It’s a free lunch and doesn’t cost us anything”. How foolish is that? Where did the $160,000 go? Where did it come from? It’s only TAX money….you know

You want to build office and retail property out north? Great!!!! Here's an idea... hire NOTHING BUT LOCAL CONTRACTORS!!!!! I know there are many in town that would be willing, need the work, and are quite capable of the job! THis is a big project and maybe they would be able to hire some temp workers. THe city is always spouting "buy beatrice".

Instead of following the yellow brick road, just follow the green trail of money. If a developer is rich enough to pay a record price for commercial property, some of which is unusable because of the airport, wouldn't you think that the developer can afford the infrastructure without a handout? I have observed the developer (Mr. Southwick) driving at least one vehicle worth about $50,000, he lives in a house valued at $237,295 (county records) and also owns a building lot in a millionaire neighborhood valued at $50,000(county records). He gets a break at the taxpayer's expense?

If you want to know the real story about tax increment financing, just "google"...tax increment financing. There are some great articles that expose what this T.I.F. scheme is all about. If Mr. Fetty and our Mayor are silly enouigh to buy into this and our council goes along with it, then they are as guilty as the rich boy's who are getting richer off the rest of us taxpayers.

So this dream is to build it North, then the tenants from (where?) will eventually fill what he plans building. Just another wanted thing in Beatrice, just like the newly wanted BCH. The old K-Mart building at least got some use to it, although such a waste of a big parking lot. Sonic went bust real quick, and they have better fast food then some of the other places here. There's talk of new fast food chains coming here, yeah just what we really need here. A decent restaurant would be great to have here, but we'd probably have to pay more in NE/Gage/Motel/Gas taxes. What's going to be taxed next?

18-2109. Redevelopment plan; preparation; requirements. An authority shall not prepare a redevelopment plan for a redevelopment project area unless the governing body of the city in which such area is located has, by resolution adopted after a public hearing with notice provided as specified in section 18-2115, declared such area to be a substandard and blighted area in need of redevelopment. The governing body of the city shall submit the question of whether an area is substandard and blighted to the planning commission or board of the city for its review and recommendation prior to making its declaration. The planning commission or board shall submit its written recommendations within thirty days after receipt of the request. Upon receipt of the recommendations or after thirty days if no recommendation is received, the governing body may make its declaration

Come on BEATRICE. You cannot accept change. That is what is wrong with this city. I am excited with the posibilities of the North development. I think this is what this city needs. Also, bring back JC Pennys. They could have a magnificant store in north Beatrice. Also, bring in some food chains. Open your eyes, there could be some really big changes to this city. POSITIVE CHANGES!!!!!!

Has anyone actually drove out and looked at the site that Mr. Southwick is proposing. It might be suitable for a chiropractic clinic, but I don't think any retail or restaurants will be beating down the door to develop there. There are many other locations (what about the BCH developement) that would be more attractive. But hey, who can blame the city for taking the money when they probably would not have the opportunity to sell it again.

I agree with those of you that are saying we could use some food chains here in Beatrice. My opinion is we could use another buffet here. Such as Golden Corral maybe? I know alot of people that will drive to Lincoln to do shopping and to eat, due to the fact we have NOTHING here in the way of shopping (except for Wal-Mart the others hardly ever have anything cheap enough) and greasy spoon fast food places. And how about extending businesses to the east, there is hardly anything out that way.

in case you havent noticed only the few get benefits from anything in this city if its good for them. The rest of us slog along. If you think any thing with a name is coming here you are living in some fantasy land. the reason only fast food, cheap dollar stores come here is there are no jobs other than minimum wage to afford those stores. Anyone that doesnt work here works in Lincoln and shops there too. Beatrice had the highest unemployment rate compared to cities the same size in the whole state of nebraska. Until that changes its all downhill.

Progress for Beatrice should not be accomplished by backroom deals between city officials and a few local wealthy people looking to gain more wealth at the expense of everyone else. This town is just one big joke, all we have here nothing but high taxes, low paying jobs, no good places to eat, and for sure no good shopping malls. They always say shop in Beatrice, spend locally...Why? Where? I sure don't see any good places to go shopping...Heck it only takes 35 minutes to get to southpointe in Lincoln and they sure do have alot better places to shop and eat there..I don't shop here at all..Walmart is a joke unless you want really cheap quality...This town will soon look like Wymore a big ol ghost town...You would think the city would try to get better things in this town...But as long as they are making their big bucks they don't care about the low dollar people at all, maybe they would if they got their wages cut to where they only make 30,000 a year thats not very much money, maybe they should think about get more higher paying jobs in this town...But I don't see that happening either...

I hope your dream comes true out North. Are you going to be one of the new tenants that they don't have any prospect for yet to fulfill their dream? Last I heard there's no waiting list, just a wanting list for tenants.
